Fourteen acres in Brockville, Ontario — bought as a dying plaza, open as the town’s gathering place, becoming a mixed-income neighbourhood.

What it was

The plaza everyone drove past.

125 Stewart Boulevard had the shape every small city recognises: a big-box plaza losing tenants, parking outgrowing purpose, four hundred metres from the 401’s ramps on the corridor into downtown.

It also had everything we underwrite for: two schools within a kilometre, the county’s administration nearby, 448,000 square feet of employment across the road, sixty-five thousand vehicles a day. The town was already here. The plaza just wasn’t built for it.

The Core

Seventy thousand square feet of second chances.

The anchor was a paintball facility. Rather than chase a replacement that doesn’t exist in a market this size, we subdivided — more doors, stronger rent per foot, more rentable area.

Programmed around four ideas: Active, Well, Create, Gather. Soccer and pickleball, axe throwing, arts studios, event space, and the town’s carnivals.

The homes

Three hundred and twenty, in four phases.

Mixed-income rental first, condominiums last, on eighteen-month builds. Two tiers of below-market rent — twenty and forty per cent below market — through a partnership with the county, integrated in the same buildings as market homes.

The point

A village, not a phase plan.

The Core opened before a single home was built, because a neighbourhood needs somewhere to meet before it needs anything else. The park sits at the centre of the plan for the same reason. Stewart Village is our proof that community-first isn’t a slogan — it’s a sequencing decision.
